Smokefree legislation/initiatives

In April 2008 the government passed a Statutory Instrument No 39 which prohibits smoking in public places. It is not compliant with Article 8. In March 2009 a ‘Smokefree Lusaka’ campaign was approved for launch in April 2009. It is funded by the Bill and Melinda Gates Foundation and will be implemented by a consortium of government, professional research associations and civil society organisations, led by the University of Zambia School of Medicine. The Ministry of Health and three NGOs will also be involved – Tobacco Free Association of Zambia (TOFAZA), Zambia Anti-Smoking Society (ZASS) and the Zambia Consumer Association (ZACA). ‘Smokefree Lusaka’ is part of the Africa Tobacco Situation Analysis project which also includes a cessation campaign.

ZACA will spearhead awareness creation activities, such as training of enforcement officers and magistrates, as well as development and dissemination of materials. TOFAZA and ZASS will work on community sensitization through drama and theatre. Media workshops, television adverts and panel discussions are also planned. The project team will also work with international smokefree organizations.

Project to advocate for comprehensive tobacco control legislation by launching a sustained lobbying campaign targeted towards Parliamentarians, by launching an awareness raising campaign for the public about the harmful effects of tobacco; and to conduct an education campaign on tobacco control aimed at Zambian women’s groups, religious leaders, and doctors.

An enforcement manual has been developed with the technical advice from the Legal Consortium the Campaign for Tobacco Free-Kids.
